Christopher Wodtke works in the new German Federal Ministry for Digital Transformation and Government Modernisation and is responsible for the AI systems of the federal administration, a position he has held since early 2025. He oversees the national Marketplace of AI opportunities, an inter‑agency AI Community of Practice, and promotes AI portfolio management for the public sector.
Previously, Mr. Wodtke worked since 2019 in various positions in the German Ministry of the Interior and subordinate authorities. There, he was particularly involved in project management, strategy development, and information processing in various projects.
Until 2019, Mr. Wodtke was Head of Product Management at a globally operating machine company from Germany and worked internationally in product portfolio management.

Recognized as the architect of Ukraine’s digital resilience, Yuriy Matsyk has played a key role in developing the nation’s broadband strategy and ensuring connectivity, even in wartime. Drawing on his extensive experience of developing national digital resilience policy, managing a large telecommunications company, and leading financial security and cyber defense at Ukraine’s largest international bank, he has transformed crises into opportunities for innovation.
From 2019 to 2025, he has directed Ukraine’s State Policy for Internet Development, combining broadband expansion, infrastructure modernization and emergency response coordination. Despite nationwide blackouts and destruction, Ukraine achieved an internet resilience availability rate of 97%.
To strengthen digital preparedness, Yuriy has created national training programmes that show citizens and local digital leaders how to maintain internet access during power outages. Through collaboration with operators, he increased xPON fibre penetration from 30% to 52%, establishing Ukraine as one of Europe’s fastest-growing fibre markets. In 2023 and 2024, it ranked first globally in terms of fixed-internet resilience (according to the Surfshark Digital Quality of Life Index).
He has led key elements of the World Bank’s Rapid Damage and Needs Assessment (RDNA) missions and regulatory reforms for digital recovery. Yuriy serves on the Governmental Advisory Committee (GAC) of ICANN and represents Ukraine in the International Telecommunication Union (ITU). As a permanent keynote speaker at the FTTH Council Europe conference and a regular participant in global forums, he promotes network resilience, inclusion and open innovation.
He is currently advancing AI-ready infrastructure and cross-border digital corridors that will link the Black Sea, Baltic, and Scandinavian regions. He also advises governments, public and commercial organizations on creating conditions for sustainable digital services and resilient digital infrastructure.

Romina Kostani is the Director of Digital Agenda Coordination and Foreign-Funded Projects for e-Government at Albania’s National Agency of Information Society (NAIS), where she has worked for the past 10 years. Deputy Chief Electoral Officer, Digital Transformation Sector, Officer of the Chief Electoral Officer (Elections Canada)
Serge Caron was appointed Deputy Chief Electoral Officer, Digital Transformation at Elections Canada in 2020. In this role, he leads the agency’s Digital Strategy to modernize operational processes, digital infrastructure and data management so Elections Canada can provide digital services that meet Canadians’ evolving needs. Mr. Caron also oversees the security of employees and physical and cyber assets and is head of the Human Resources division.
In 2010, Mr. Caron joined Treasury Board Secretariat’s Chief Information Officer Branch as Senior Director, Information Services and Technology. In this role, he defined strategies, directions and government policy in information technology, among them the Government of Canada’s cloud adoption strategy.

Mike MacDonald is currently a Senior Assistant Deputy Minister at the Treasury Board Secretariat of Canada – OCIO. In his current capacity he is responsible for leading an enterprise-wide initiative to modernize various security controls and practices to ensure a modern and secure Public Service of Canada.
Prior to joining OCIO he was the Assistant Secretary to the Cabinet, Security and Intelligence Secretariat, Privy Council Office, for three years and was responsible for providing national security policy and operational advice to a variety of clients, facilitating the effective functioning of Cabinet and Cabinet Committees to advance the Government’s agenda, and coordinating various responses to national security incidents.
Before joining PCO he held several positions at Immigration, Refugees and Citizenship Canada over a period of six years and was involved in some of the Government’s large humanitarian efforts such as Operation Syrian Refugees, the Ebola Response and Irregular Migration.
Mr. MacDonald joined the Public Service of Canada in 1997, serving Canadians through his work in a variety of departments such as the Canadian Security Intelligence Service, Department of Justice, Solicitor General Canada and Public Safety Canada. He has also represented Canadians abroad in bilateral and multilateral fora as part of his responsibilities as Chair and member of several international committees and working groups. The vast majority of his career has been spent in the area of national security and intelligence, with substantial experiences in emergency management and immigration.
Mr. MacDonald holds a Bachelor of Arts degree [Criminology] and a Master of Arts degree [Criminology] from Simon Fraser University and has published articles in youth justice and Indigenous issues.

Michael Goit is the acting Executing Director and Chief Architect for Digital Credentials at the Canadian Digital Service. With 24 years (and counting!) of experience in public service information technology he specializes in technology innovation and identity management. Michael has been instrumental in the procurement of a Customer Identity Access Management (CIAM) SaaS for the Government of Canada, and in the successful application of trust frameworks to integrate identity provider services to the Government of Canada. He is a recognized voice at digital credentials forums around the country and is passionate about improving usability and security of identity management systems. Michael holds a Master of Engineering from the University of Ottawa and is a recipient of the King Charles III’s Coronation Medal.

Stéphane Le Bouyonnec is a graduate of École Polytechnique de Montréal. He began his engineering career at Lavalin in 1986. Before joining the public service, he headed a number of companies in the information technology, investment, strategy, and merchant banking sectors. He has also served as a member, audit committee chair, and board chair of public and private companies.
Throughout his career, he has been active on the political scene, becoming MNA for Laprairie in 2012 and serving as the opposition economic critic. In December 2020, he was appointed Associate Secretary General for High-Speed Internet and Special Connectivity Projects at the Ministère du Conseil exécutif du Québec. Since October 2023, he has served as Deputy Minister at the Ministère de la Cybersecurité et du Numérique, where he is a focal figure spearheading the digital transformation of the Gouvernement du Québec.

M. Assistant Commissioner and Chief Information Officer, Information Technology Branch (ITB), Canada Revenue Agency
Mr. Scarfo was appointed Assistant Commissioner and Chief Information Officer October 18, 2021. He holds a Bachelor of Commerce (Honours) degree with a specialization in Management Information Systems from Lakehead University. Mr. Scarfo also graduated from the University of Ottawa Certificate Program in Public Sector Leadership and Governance. Prior to this appointment, Mr. Scarfo was Deputy Assistant Commissioner, Corporate Systems and Support, ITB, CRA, from November 2019 to October 18, 2021.
Mr. Scarfo began his career at the CRA as a Systems Analyst in 1994 and has held progressively challenging positions from management to executive level positions supporting numerous CRA systems including individual tax processing, business processing, business intelligence, IT security, architecture and information management. Mr. Scarfo has performed several senior executive roles including Director General of the Data and Business Intelligence Directorate, Director General of the Systems Integrity Directorate, and Director General for the Business and Enterprise Solutions Directorate.
Sous-ministre des Services publics et de l’Approvisionnement, Canada
Arianne Reza a été nommée sous-ministre des Services publics et de l’Approvisionnement le 2 novembre 2023. Avant cela, elle agissait comme sous ministre déléguée, fonctions qu’elle occupait depuis août 2021.
En qualité de sous-ministre, Mme Reza est chargée de superviser les services internes clés du gouvernement dont Services publics et Approvisionnement Canada (SPAC) assure la prestation à titre d’acheteur central, de gestionnaire immobilier, de trésorier, de comptable, d’administrateur de la paye et des pensions, de conseiller en matière d’intégrité, de fournisseur de services communs et de spécialiste des questions linguistiques.
Auparavant, Mme Reza était responsable des approvisionnements fédéraux à titre de sous ministre adjointe, Approvisionnement, à SPAC. Elle supervisait alors 1 400 employés répartis
d’un bout à l’autre du Canada qui achetaient pour plus de 14 milliards de dollars de biens et de services chaque année pour le compte de plus de 100 ministères et organismes fédéraux. Elle a également dirigé l’achat urgent de biens et de services essentiels à la santé et à la sécurité des Canadiens en réponse à la pandémie de COVID-19, y compris les vaccins et l’équipement de protection individuelle.
Mme Reza a dirigé l’élaboration et la mise en œuvre de la simplification des pratiques d’approvisionnement. Cette initiative visait à créer un système d’approvisionnement accessible
qui optimise les ressources tout en faisant avancer les objectifs socio-économiques du gouvernement, en simplifiant le système d’approvisionnement pour les fournisseurs et les
ministères clients et en obtenant des résultats pour les Canadiens. Mme Reza est également membre du Groupe de travail des experts des marchés publics de l’Organisation de coopération et de développement économiques.
Mme Reza compte plus de 25 ans d’expérience dans la fonction publique fédérale. Elle a travaillé à l’Agence des services frontaliers du Canada, où elle a été responsable d’opérations régionales et internationales à titre de cadre supérieur et a supervisé les programmes frontaliers pour les voyageurs et les entreprises. Elle a également été conseillère spéciale auprès du secrétaire délégué du Conseil du Trésor et conseillère spéciale auprès du président de l’École de la fonction

Deputy Minister, Public Services and Procurement, Canada
Arianne Reza was appointed Deputy Minister of Public Services and Procurement on November 2, 2023. Prior to that, she served as Associate Deputy Minister, beginning in August 2021.
In her role, Ms. Reza oversees key government internal services as part of the work Public Services and Procurement Canada (PSPC) does as central purchasing agent, real property
manager, treasurer, accountant, pay and pension administrator, integrity advisor, common service provider and linguistic authority.
Previously, as the Assistant Deputy Minister for Procurement at PSPC, Ms. Reza was the senior official responsible for federal procurement. She oversaw 1,400 employees across Canada who procured billions worth of goods and services annually on behalf of over 100 federal departments and agencies. In response to the COVID-19 pandemic, Ms. Reza led the urgent procurement of critical goods and services to ensure the health and safety of Canadians, including vaccines and personal protective equipment.
Ms. Reza directed the development and implementation for the simplification of procurement practices. These efforts focused on building an accessible procurement system that drives value for money while advancing government socio-economic objectives, simplifying the procurement system for suppliers and client departments, and delivering results for Canadians. She is a member of the Organization for Economic Cooperation and Development’s Working Party of the Leading Practitioners on Public Procurement.
Ms. Reza has over 25 years of experience in the federal public service. She worked at the Canada Border Services Agency, where she held senior executive roles in regional and international operations and oversaw commercial and traveller border programs. She was also previously Special Advisor to the Associate Secretary of the Treasury Board and Special Advisor to the President of the Canada School of Public Service.
Ms. Reza holds a bachelor’s degree in psychology from Carleton University and completed the
Advancing Women in Leadership Program at the Sprott School of Business.

Alessandro Moricca, born in Rome in 1969, is the CEO of PagoPA S.p.A. since January 2023.
He is a manager with extensive experience gained in multinational companies. With a strong economic background, he has held multiple senior roles in the areas of Finance (Accounting, Finance, Management Control), Strategic Planning, Business Planning, General Management, Human Resources, and Operations.
Since the early 2000s, he has also worked as Chief Financial Officer for leading international business travel management companies (including CWT and, more recently, BCD Travel), overseeing the Eastern European and Mediterranean markets.

Sous-ministre adjoint (Services numériques) et dirigeant principal du numérique à la Défense Ministère de la Défense nationale / Forces armées canadiennes
Ross Ermel a assumé le rôle de sous-ministre adjoint (Services numériques) (SMA (SN)) et de dirigeant principal du numérique à la Défense (DPND) pour le ministère de la Défense nationale / Forces armées canadiennes (MDN/FAC) à partir du 1er mai 2024. À la tête du Groupe des services numériques (GSN) nouvellement créé, il apporte une riche expérience militaire et du service public, ayant été sélectionné pour sa vision, son dévouement et son professionnalisme. Le GSN hérite des mandats du Bureau de la transformation numérique (BTN) et du Groupe du dirigeant principal de l’information (GDPI), en se concentrant sur les données, l’intelligence artificielle (IA), la modernisation du système de planification des ressources de l’entreprise, la cybersécurité et les opérations, la gestion de l’information (GI), ainsi que les produits et services numériques.

Assistant Deputy Minister (Digital Services) and Defence Chief Digital Officer, Department of National Defence / Canadian Armed Forces
Ross Ermel assumed the role of Assistant Deputy Minister (Digital Services) (ADM (DS)) and Defence Chief Digital Officer (DCDO) for the Department of National Defence /Canadian Armed Forces (DND/CAF) on May 1st, 2024. Leading the newly established Digital Services Group (DSG), he brings a wealth of military and public service experience, having been selected for his vision, dedication, and professionalism. The DSG inherits the mandates of the Digital Transformation Office (DTO) and Chief Information Officer Group (CIOG), focusing on data, Artificial Intelligence (AI), enterprise resource planning modernization, cyber security and operations, Information Management (IM), and digital products and services.
Before his appointment, Mr. Ermel served as the DND/CAF ADM (Digital Transformation), where he spearheaded digital modernization efforts to ensure operational advantage. His career includes significant roles within the Government of Canada (GoC), such as ADM Digital Talent and Leadership in the Office of the Chief Information Officer, where he developed an enterprise-wide digital talent strategy. Additionally, he held the position of Assistant Commissioner of the Western Region at the Canada Revenue Agency, overseeing regional operations and leading strategic change initiatives.
Prior to joining the public service, Mr. Ermel served as an Armoured Officer in the Canadian Armed Forces for 34 years. Commanding at various levels, Mr. Ermel gained extensive tactical, operational, and strategic experience. His military career included executing operations, overseeing training, and delivering strategic-level change management.
Mr. Ermel is a graduate of the Royal Military College of Canada with a Bachelor of Arts in Commerce and a Master of Defence Studies, as well as a Master of Business Administration from Athabasca University. Emily Middleton is the Director General for Digital Centre Design at the Department for Science, Innovation and Technology (DSIT).
Emily was previously a partner at the consultancy Public Digital. She set up the firm’s international practice, working with multilateral development banks, UN agencies and philanthropies. She has worked with governments around the world to develop digital strategies and to design, scale and reboot digital and data units.
Prior to joining Public Digital, Emily led the design of the London Office of Technology & Innovation. Earlier in her career, while at the Boston Consulting Group, she worked on digital strategy and transformation programmes in Europe and Southeast Asia. She has also worked for UNICEF Innovation, the European Union Delegation to Ethiopia, and the National Youth Agency.
Chief Technology Officer for the Government of Canada, Treasury Board of Canada Secretariat
Luc Gagnon was appointed as the Chief Technology Officer for the Government of Canada at the Treasury Board of Canada Secretariat (TBS) in July 2024.
With over 30 years of comprehensive experience in large technology corporations and start-ups, both domestically and internationally, Luc has accumulated a wealth of knowledge in leading-edge technologies, emerging trends and innovation. He also brings with him a deep understanding of the strategic demands and operational intricacies of the role, having held previous CTO positions in government and in the private sector.
Luc joined TBS from Health Canada, where he had been serving as the Assistant Deputy Minister and Chief Digital Transformation Officer since January 2022. He has also held previous positions as Senior Vice-President and CTO at the Public Health Agency of Canada overseeing the COVID-19 Vaccine Roll-Out technical team and as the CTO at Shared Services Canada (SSC). Luc has extensive experience in cyber security, having held related positions with the Communications Security Establishment Canada.

Nihar leads the Government and Public Services industry for Omnia AI, Deloitte Canada’s Artificial Intelligence Practice. Nihar has a track record of successfully combining his financial knowledge, technical skills and business acumen to deliver innovative solutions. In his current role, he works with the federal and provincial governments and other public sector organizations to solve complex problems that drive both, economic and social impact, using analytics and AI, innovation and leading technologies.
Nihar graduated with an MBA from University of Oxford and a Master of Science from MIT, both of which were focused on analytics and technology, consulting and sustainability. He is also a Chartered Accountant and has a Bachelor of Commerce degree.
Chief Service and Digital Officer, Transport Canada
After earning a master’s degree in philosophy, Dugald Topshee translated his passion for information technology into a career in computer programming. He began in the telecommunications sector, working with British Telecom in Europe and later with Nortel Networks in Ottawa, before founding his own consulting firm, Phrontisterion Incorporated, in 2001. The company specialized in applying XML technology to business process automation, delivering solutions for public and private sector organizations across multiple countries.
Following several successful years as a consultant, Dugald joined one of his former clients, the Department of Justice Canada, where he eventually served as Chief Information Officer for four years. In 2022, he moved to Transport Canada as Director General of the Business Solutions Directorate. He is currently Acting as the Chief Service and Digital Officer at Transport Canada.
Chief Information Officer and Director General of Worker Technology Services, Shared Services Canada
Shannon launched her professional journey in Ottawa’s private technology sector, specializing in Human Resources and Pay systems. She subsequently transitioned to the public sector and, over a rewarding 18-year tenure with the City of Ottawa, she led transformative strategic change initiatives spanning HR/Pay, Emergency Services, Security, Public Markets, and Information Technology. Shannon then joined the federal public service where she led several innovation and transformation initiatives as Chief Information Officer and Director General of Worker Technology Services at Shared Services Canada. Since joining the federal government, she also supported the development of a women’s mentorship program, with a focus on increasing representation, equity, and leadership opportunities for women in the technology sector.
Associate Deputy Minister and Government Chief Information Officer, Government of British Columbia
Hayden Lansdell is the Government Chief Information Officer and Associate Deputy Minister of the Ministry of Citizen’s Services. In November 2024, Hayden took leadership of the Office of the Chief Information Officer (OCIO), guiding strategy, policy, and oversight for Information Technology (IT), telecommunications, security, and the Information Management (IM) and IT investment portfolio for the Province of British Columbia. He provides strategic direction to advance the secure, efficient, and equitable use of technology to improve service delivery and support business transformation.
Previously, Hayden served as Assistant Deputy Minister for the British Columbia Data Service Division (BCDS), where he led cross-government data initiatives enabling government to make informed, evidence-based decisions to enhance service delivery for the people of British Columbia and played a key role in developing the Anti-Racism Data Act.
Hayden has also held executive roles in international trade, tourism and regulatory policy, as well as eight years in Ottawa leading several regulatory policy and pharmaceutical policy initiatives at both Health Canada and Environment Canada.
He holds a Master of Public Administration and a Bachelor of Arts (BA) in history from the University of Victoria. Outside of work, he enjoys spending time with his wife and son.
Head of AI Incubation, Government Digital Service, United Kingdom
Liam Wilkinson is the Head of AI Incubation at the Incubator for AI in the Government Digital Service in DSIT. He contributed to the founding of the Incubator as a Number 10 Innovation Fellow. Liam currently specialises in AI for enhancing government productivity using Generative AI on government data such as Legislation, Parliamentary records and Policy. He has a background in AI for Defence and National Security at Microsoft and previously worked in National Security in both UK and US Government. There he specialised in AI research for information warfare analysis and triage.

Associate Deputy Minister, Innovation, Science and Economic Development Canada
Mark Schaan was appointed Deputy Secretary to the Cabinet – Artificial Intelligence in July of 2024. In this role, he supports the overall AI agenda, seeking to position Canada for leadership in its responsible development and use.
Prior to this, Mark served as Senior Assistant Deputy Minister for Strategy and Innovation Policy at the Department of Innovation, Science and Economic Development (ISED). In this role he led on the overall micro-economic and innovation agenda, including supporting the development of the department’s horizontal policy and strategic priorities, including in international affairs, telecommunications, economic security, and all aspects of marketplace frameworks.
Mark’s career has been highlighted by this cross-cutting policy and framework effort, including leading major consultations and reforms, including for telecommunications, investment review, intellectual property, bankruptcy and insolvency, privacy and AI. Mark’s public service career has included roles across the policy spectrum, as well as leading on revitalizing the public service through innovative recruitment models.
Mark earned his BA (Honours) from the University of Waterloo in Political Science with an Honours Option in Peace and Conflict Studies in 2002, where he studied as a Loran Scholar. Mark earned his MPhil in Comparative Social Policy, conferred in 2004, and his DPhil in Social Policy, conferred in 2010 from the University of Oxford, where he studied as a Rhodes Scholar. Mark is also actively involved in his community: chairing the board of the Ottawa Art Gallery, continued involvement with the Loran Scholars Foundation, and previousleadership at the Ten Oaks Project for 2SLGBTQ+ youth and families.

Erica Ren currently serves as the Chief Data Officer (CDO) at Immigration, Refugees and Citizenship Canada (IRCC), where she is responsible for guiding data transformation initiatives to enhance decision-making processes through data analysis, research, data literacy, and effective data governance practices. Before assuming her current role, Erica held leadership positions in various departments in the Government of Canada, including Director General of Modernization at Canadian Heritage and Senior Director at Correctional Services Canada.
With nearly two decades of experience in the Federal Public Service, Erica Ren has cultivated expertise in data analytics, digital service delivery, and business transformation. She holds a Bachelor of Applied Science in Electrical Engineering, a Master of Engineering, and a Master of Business Administration (MBA) from the University of Ottawa.
Global Government Advisor, Qualtrics
Phillip leads Public Sector strategy for Qualtrics across Asia, Pacific, Japan and Canada. Phillip is passionate about citizen experience and the way Public Sector can serve its customers and employees. As one of the first certified XM professionals in the world, his role at Qualtrics supports the Public Sector XM community by providing thought leadership and working with Government Customers and Qualtrics teams to deliver innovative outcomes to citizens. Phillip held a number of senior leadership roles in New South Wales Government. In that time he established a whole-of-government experience management team, delivered foundational citizen research panels, voice of customer programs and real-time insights initiatives. Phillip led Service Design and customer insights on bushfire recovery programs, Covid-19 support services, identity recovery for homelessness, inclusive design for non-digital and remote communities, small business optimisation and post pandemic reskilling. As a transformation manager and implementation lead, he delivered over 50 contact centre implementations including new teams and lines of businesses as well as delivering best practice training programs on customer excellence and frontline customer leadership.

Dr. Bilodeau is Vice President, Standardization Services at the Standards Council of Canada (SCC), Canada’s national standards body and leading accreditation organization. His tenure with the SCC commenced in 2021 within the Strategy & Stakeholder Engagement Branch. He has been instrumental in the strategic amalgamation of two operational branches, enhancing internal synergy and ensuring the SCC’s global initiatives are in concert with Canada’s strategic priorities. In his current capacity, he provides corporate leadership and management for identifying and addressing critical issues to position standardization as a value-added instrument for achieving Canada’s economic, trade and regulatory priorities. Director, Digital Experience, Office of Management and Budget, United States
Jonathan Finch currently serves as the Acting Director of Digital Experience within the White House Office of Management and Budget (OMB). He helped draft and now leads the government-wide implementation of OMB’s flagship policy on delivering a digital-first public experience. Jonathan also serves as an implementation lead for the customer experience priority area of the President’s Management Agenda. Throughout his career which has spanned both the private and public sectors, Jonathan has helped organizations of all sizes rethink how they engage with and serve their customers. Prior to joining the government, Jonathan worked at Deloitte Consulting, where he served as an advisor to C-suite executives on a range of topics. Jonathan holds a Master of Public Policy degree from Georgetown University and began his career in public service as a White House intern while at Georgetown.

Raj Thuppal a été nommé premier vice-président de Services partagés Canada (SPC) le 22 janvier 2024. Executive Vice President, Shared Services Canada
Raj Thuppal was appointed Executive Vice-President of Shared Services Canada (SSC) effective January 22, 2024. In this capacity, Raj is accountable for providing leadership to the organization as it modernizes the Government of Canada (GC) enterprise information technology (IT) infrastructure and enables digital services for Canadians.
Raj has considerable experience as an executive leading IT transformation in departments across the GC. Previous to this appointment, he served as Chief Information Officer in the Department of National Defence since April 3, 2023. Before that, he was Transport Canada’s Chief Service and Digital Officer and Assistant Deputy Minister of Service and Digital Group.
Raj has also held a variety of positions at SSC, including as Chief Technology Officer, responsible for the modernization of IT infrastructure and cyber security, and as Senior Assistant Deputy Minister of Networks, Security and Digital Services, responsible for consolidating and reengineering GC networks and digital services across Canada and internationally. He also served as SSC’s Assistant Deputy Minister of Cyber and Information Technology Security.
Raj has been with the public service since 2003. He holds a Master of Electrical and Computer Engineering from Memorial University in Newfoundland and Labrador, as well as a Bachelor of Electronics and Communications Engineering from Nagarjuna University in India.

He is a regular public and keynote speaker, advisory member for various Industry Panels and a Research Masters holder in Geospatial. Director General of Cyber Defence, Canadian Centre for Cyber Security
Jonathan is the Director General, Cyber Defence at the Canadian Centre for Cyber Security. The Cyber Defence directorate develops and operates cyber security services to defend Government of Canada departments and critical infrastructure partners against cyber threats. In this role Jonathan is responsible for a suite of services that includes sensors, an analytical platform, threat discovery and mitigation.
Prior to this role, Jonathan was the Director, Autonomous Defence and Sensors, where he focused on the development of host, network, and cloud sensors. The sensors are deployed across partner networks, empowering the collection of cyber security telemetry for analysis and the autonomous mitigation of threats.
He also previously worked as Director, Enterprise Infrastructure Operations, in the Enterprise Technology Services branch at the Communication Security Establishment. During that time, he was responsible for the operation of the organization’s corporate infrastructure. He led transformative initiatives that resulted in the adoption of public cloud, software-defined networking and multi-classification computing capabilities.
Jonathan has more than 20 years of experience in the intelligence community and is passionate about software development, technology infrastructure and cyber security. He holds a degree in Computer Science from the Université de Sherbrooke.

Aminah Zawedde est secrétaire permanente du ministère des TIC et de l’Orientation nationale de l’Ouganda. Elle est une professionnelle expérimentée de l’informatique qui se passionne pour la transformation numérique afin d’améliorer les modèles d’entreprise, la prestation de services dans le secteur public et de transformer la vie des gens. Le président de la République d’Ouganda lui a décerné une médaille nationale pour sa contribution exceptionnelle au domaine des TIC en Ouganda à l’occasion de la fête du Travail de 2023. Mme Zawedde est une Rotarienne et siège également aux conseils d’administration de DFCU Limited, du Bureau national des normes de l’Ouganda, d’Uganda Telecommunications Corporation Limited et de la Mustard Seed Junior School.
Permanent Secretary, Ministry of ICT and NG, Uganda
Dr. Aminah Zawedde is the Permanent Secretary of the Ministry of ICT and National Guidance of Uganda. She is an experienced IT professional passionate about embracing digital transformation to improve business models, public sector service delivery and transform people’s lives. She provides strategic and technical guidance on how various sectors can leverage innovation and digital solutions to solve their problems while creating employment opportunities for the youths. To this end, she has played a big role in strengthening the linkages between government, the private sector, academia and development partners as a driver to accelerating digital transformation. She also championed the development of Uganda’s digital transformation roadmap that was launched on August 17th 2023 by the Vice President of Uganda. Dr. Zawedde is the first female Permanent Secretary of the Ministry of ICT and National Guidance. She was awarded a national medal for her outstanding contribution to the field of ICT in Uganda on Labour Day of 2023 by H.E. The President of the Republic of Uganda. Dr. Zawedde is a Rotarian and also serves on the boards of DFCU Limited, Uganda National Bureau of Standards (UNBS), Uganda Telecommunications Corporation Limited and Mustard Seed Junior School.

Director Digital Skills Coordination, Ministry of Economic Affairs and Communications, Estonia
Karl Andreas Sprenk joined the Estonia’s Government CIO Office in late 2021 to lead a newly launched Digital Academy – an e-learning platform for civil servants. Since May 2022 Karl has been responsible for coordinating the digital skills team, to ensure that in a long run all civil servants across the government sector would have necessary digital skills and competencies to allow bold and needed digital changes and the development and maintenance of e-services. To achieve this, the team aims to provide training and networking activities for government ICT professionals, raise awareness and provide reskilling opportunities for non-digital professionals, as well attract new talents through centrally coordinated ICT-upskilling programmes and traineeship initiatives.

His systems and software engineering experience has resulted in patented inventions in Cloud Computing, Synthetic Biology and IoT Bio-sensors for edge analytics. En janvier 2024, Jonathan Dewar a repris le rôle de président-directeur general du CGIPN, après avoir travaillé pour l’organisation de 2017 à 2022, période au cours de laquelle le CGIPN a obtenu un financement permanent et continu pour les enquêtes nationales du CGIPN, a livré la Stratégie nationale de gouvernance des données des Premières Nations et a obtenu un investissement de 51 millions de dollars pour la mise en œuvre de la phase un de la Stratégie. Jonathan Dewar a également dirigé avec succès le CGIPN pendant les deux premières années de la pandémie de COVID-19.

In January 2024, Jonathan Dewar returned to the role of Chief Executive Officer at FNIGC, having previously been with the organization from 2017-2022, during which time FNIGC secured permanent and ongoing funding for FNIGC’s national surveys, delivered the national First Nations Data Governance Strategy, and secured a $51 million dollar investment for phase one implementation of the national strategy. Jonathan also successfully steered FNIGC through the first two years of the COVID-19 pandemic.
He has spent most of his 20+ year career directing research and knowledge translation initiatives for national Indigenous-led organizations. During that time, his work has focused on governance, strategic planning, health and wellbeing, data sovereignty, and truth, healing, and reconciliation.
Jonathan has previously served as the Director General and Vice President, Collections, Research, Exhibitions, and Repatriation at the Canadian Museum of History; Director of the Shingwauk Residential Schools Centre and Special Advisor to the President at Algoma University; and Director of Research at the Aboriginal Healing Foundation, among other leadership roles.
Jonathan received a doctorate from the School of Indigenous and Canadian Studies at Carleton University and holds an appointment as Adjunct Research Professor in the Department of Sociology and Anthropology. He also serves in many volunteer capacities, including as a member of the Board of Directors of the Queensway Carleton Hospital, where he is also the Vice-Chair of the Governance and Nominations Committee.
Jonathan is of Scottish- and French-Canadian heritage and an off-reserve member of the Huron-Wendat Nation.

De 2012 à 2017, elle a été ministre de l’enfance et de la famille. À ce titre, elle s’est attachée à augmenter les taux d’adoption et à soutenir les jeunes avant qu’ils ne quittent les familles d’accueil. Elle a également défendu une initiative qui a permis à des milliers de parents célibataires d’intégrer le marché du travail dans des emplois qui auraient autrement été inaccessibles en raison du manque de formation et de soutien à la garde d’enfants.
Avant de se lancer dans la politique provinciale, elle était directrice du marketing et des relations publiques de l’Association des paraplégiques de la Colombie-Britannique.
Mme Cadieux est membre de la collectivité des personnes handicapées. Elle utilise un fauteuil roulant depuis l’âge de 18 ans. Son expérience vécue lui permet de bien comprendre les obstacles inutiles auxquels sont confrontées les personnes en situation de handicap. Elle reconnaît le coût de ces obstacles pour notre bien-être collectif.
Tout au long de sa carrière, elle a défendu sans relâche l’amélioration de l’accessibilité. Dans le cadre de ses activités bénévoles, elle a été directrice de la Disability Alliance BC, ambassadrice de la Rick Hansen Foundation et présidente du Realwheels Theatre à Vancouver. Elle s’est également portée volontaire en tant que mentor auprès du YWCA.

Chief Accessibility Officer of Canada
In May 2022, Stephanie Cadieux began a 4-year term as Canada’s first Chief Accessibility Officer (CAO).
Before her appointment, Ms. Cadieux was a member of the Legislative Assembly of British Columbia from 2009 to 2022. Between 2010 and 2012, she held various positions, including:
As Minister of Social Development, she served as lead social policymaker and introduced a breakthrough approach to remove policy barriers for people living with severe disabilities. From 2012 to 2017, she served as Minister of Children and Family Development. In this role, she focused on increasing adoption levels and support for young people before they aged out of foster care. She also championed an initiative that led to thousands of single parents being able to move into the labour market in jobs that would have otherwise been inaccessible due to lack of training and childcare support.
Before her work in provincial politics, she was the Director of Marketing and Public Relations for the BC Paraplegic Association.
Ms. Cadieux is a member of the disability community. She has used a wheelchair since the age of 18. Her lived experience gives her a deep understanding of the unnecessary barriers faced by people with disabilities. She recognizes the cost of these barriers to our collective wellbeing.
She is an enthusiastic change leader, and a strong advocate for diversity, accessibility, and disability and gender inclusion. She is passionate about creating environments where everyone is welcome and diverse talents are embraced. She is a firm believer that as a society, we can no longer afford to accommodate inaccessibility and must challenge outdated mindsets and unconscious bias at every opportunity.
Throughout her career, she has been a tireless advocate for increased accessibility. Her volunteer activities have included serving as Director for Disability Alliance BC, as an Ambassador with the Rick Hansen Foundation, and as President of the Realwheels Theatre in Vancouver. She has also volunteered as mentor with the YWCA.
She brings a forward-thinking outlook and extensive experience in strategic policy development to her role as CAO. As Director with OPSA, Clara leads with partners in developing and implementing strategies, initiatives and tools that bust barriers and instigate culture change. Some of the flagship initiatives include the GC Workplace Accessibility Passport, the Lending Library Service Pilot and the Neurodiversity Recruitment Pilot.
Clara joined OPSA in 2021 after having held several roles in government, academia, and the private sector. She holds a doctorate in Public Policy with research interests in education, labour market and disability policy.

Charles is responsible for leading government-wide policy work and performance reporting related to access to information, proactive publication and open government. Prior to this role, Mr. Taillefer served as Director of Privacy and Data Protection Policy at Innovation, Science and Economic Development Canada, where he led the legislative reform of the federal private sector privacy law, the Personal Information Protection and Electronic Documents Act and the development of Canada’s first legislative proposal to regulate artificial intelligence, the proposed Artificial Intelligence and Data Act. Charles has also worked in leadership roles in various institutions including Fisheries and Oceans, the Office of the Privacy Commissioner, Veterans Affairs Canada, and Natural Resources Canada. Over the course of his career, Mr. Taillefer has played a leadership role in the development of policy in various areas such as transborder data flows, privacy impact assessment, fair information practices, use of the social insurance number, duty to assist, security screening and artificial intelligence and data governance. Charles holds a Master of Legal Studies from Carleton University and an Ontario Teaching Certificate and a Bachelor of Arts from Laurentian University.

Alex Benay is currently working as Associate Deputy Minister for the HR and Pay Portfolio for the Government of Canada. In less than a year in his current position as Associate Deputy Minister, Alex has been able to completely transform the way forward on HR and Pay across the federal government. He has brought the HR and Pay professionals across the Canadian federal government together, created a strategy and gotten buy in from the key players including the Prime Minister himself. Under his direction, the team has identified the way forward to transform the pay landscape, improve the existing culture and deliver a system that meets the needs of the Canadian public service.
Previous to this position, he worked as the Deputy Minister at the Treasury Board of Canada, Crown Corporation President and CEO, and has worked in both a Big Four Partner and a senior leader at Microsoft. Alex Benay is an expert in the community service delivery, digital economy, enterprise strategy, leadership, complex project delivery, management, and public policy. Alex is known for his ability to lead and execute complex transformations, uniting diverse stakeholders from multiple levels and industries, often with divergent interests, to drive results quickly. Fluent in English and French, as well as a published author, he is a recognized global leader in enterprise transformation with senior level experience in both the public and private sectors. Chief Data Officer and Director General, Strategic Research and Data Innovation Branch, Indigenous Services Canada
Eric is Chief Data Officer with the Department of Indigenous Services Canada, and Director General of the Strategic Research and Data Innovation Branch since 2019. In his dual role, he is responsible for the development of collaborative research and data strategies, partnerships and agreements that are required to support the improvement of the well-being of Indigenous peoples and communities across Canada, as well as supporting Indigenous governments and institutions in assuming control of the delivery of services, including Indigenous data.
Over the course of his career, Eric had the opportunity to contribute to reconciliation with Indigenous peoples. He directed (2013-16) historical research activities to support the discharge of obligations under the Indian Residential Schools Settlement Agreement (IRSSA), including the delivery of about one million documents to the Truth and Reconciliation Commission of Canada following extensive collaborative research with Library and Archives Canada. In a different role, Eric coordinated (2016-19) efforts leading to legislative amendments to the Indian Act to eliminate sex-based inequities in registration.

President, Shared Services Canada
Scott Jones was appointed President of Shared Services Canada (SSC) effective September 11, 2023. Previous to this appointment, he was Executive Vice-President of SSC and, concurrently, Associate Deputy Minister of Public Services and Procurement Canada.
Prior to April 2022, Scott was the Federal Lead on Proof of Vaccine Credentials and Associate Deputy Minister of Immigration, Refugees and Citizenship Canada (IRCC). He collaborated with federal partners, provinces and territories to successfully deliver the Canadian COVID-19 proof of vaccination program that is used for travel in Canada and internationally. Scott also led IRCC’s efforts related to digital transformation, modernization, IM/IT and data, as well as the Citizenship and Passport programs.
From October 2018 to August 2021, he was the founding Head of the Canadian Centre for Cyber Security, Communications Security Establishment (CSE).
Since beginning his career in 1999, Scott has held various positions at CSE. They included Assistant Deputy Minister of IT Security; acting Assistant Deputy Minister of Corporate Services; Chief Financial Officer; and Director General of Cyber Defence, providing leadership in the areas of signals intelligence and IT security. Martin Boucher has over 25 years of experience in digital transformation and communications, serving as a manager, university lecturer, speaker, mentor, and entrepreneur. Since 2017, M. Boucher has led the digital transformation of communications for the government of Québec. He and his team have been specifically tasked with establishing the Government Digital Communications Department (GDCD) which oversees digital communications governance. GDCD is also responsible for government social media, digital training programs, the Government’s User Experience Lab, the Government Design System, workforce attraction, digital marketing, and Québec.ca, the unified digital platform for government services and information, launched in June 2018.

Chief Analyst, Director of Data Science, 10 Downing Street, United Kingdom
Dr. Laura Gilbert is the director of 10DS, the data science and analytics team in Downing Street, director of the Incubator for Artificial Intelligence (i.AI), joint Chief Analyst for the Cabinet Office and SRO for the AI for Public Good program. Her teams provide fast-paced modelling and analysis to support policy making and delivery, deliver expert data and AI solutions into public services, and run a radical transformation agenda promoting the better use of evidence, data and technology in government decision making. She also created and spearheads a broader program of innovation, digitisation and radical upskilling in central government called Evidence House. She holds a doctorate in Particle Physics and is a Visiting Professor at LSE, and holds fellowships of the Institute of Physics and the Institute of Analytics.
Laura has a doctorate in Particle Physics and GRID computing from the university of Oxford, and undergraduate degrees in natural sciences from Cambridge. She held lectureships and a post-doctoral research position at Oxford and is a Fellow of the Institute of Physics. Laura spent three years as a quantitative analyst in the financial sector, working in modelling, analysis and artificial intelligence before joining a new medical technologies company as the second director. She spent the next decade working as a hands-on CTO bringing the company from start up to SME to acquisition, and has significant experience in software development, wearable technology, systems architecture, data integration and system/data security. She is fluent in seven programming languages, and is named on four patents, including lead inventor on two data security patents.

Paul N. Wagner est le président-directeur général du Service numérique canadien (SNC). Mme Ahmad a occupé plusieurs postes de direction au sein du ministère. De 2007 à 2009, en tant que directrice du groupe de travail sur l’Afghanistan, elle était responsable des relations bilatérales entre le Canada et l’Afghanistan. Nadia Ahmad is the Director General of Data, Knowledge and Evaluation at Global Affairs Canada, where she serves as Chief Data Officer and Head of Evaluation. She is also the departmental Champion for Visible Minorities. Nadia is committed to building inclusive teams and advancing the use of data-driven insights to inform decision-making and strengthen policies, programs, and services.
She has held senior leadership roles across Global Affairs, including in the Afghanistan Task Force, the Summits Management Office, North America Partnerships, and Pan-Africa Affairs, as well as Director General of Geographic Coordination and Mission Support. Throughout her career, she has led diverse teams through complex change and transition.
Nadia holds a BA from the University of Toronto, a JD from Michigan State University, and an LLM from the University of Ottawa. She is also the mother of two young children.

Alexandra is the Director of Performance and Oversight within the Information and Data Governance team at the Treasury Board of Canada Secretariat. She and her team are responsible for leading the implementation of the Data Strategy for the Federal Public Service (2023-2026).
Alexandra is passionate about “telling the data story” and has spent most of her public service career in the area of performance measurement. She has previously held various leadership positions with Employment and Social Development Canada, the Immigration and Refugee Board of Canada and Immigration, Refugees and Citizenship Canada.

It’s one of the most visited websites in the UK, and is relied upon by millions of people each week for clear and accurate guidance on government policy and information, and access to vital services.
She joined GDS from the BBC where she held a number of roles over a ten year period (2012-2022) and most recently was Head of Product for BBC News and Sport, UK and Global. Prior to working at the BBC, Christine was a Managing Director at Johnston Media (2009-2012).
Over recent years, public service leaders and technologists have been considering whether and how to deploy Artificial Intelligence in policymaking and service delivery – wrestling with the challenges it presents around transparency, accountability, equity and ethics. Meanwhile, many public bodies have begun using robotic process automation (RPA), a less risky and complex technology. With the emergence of advanced, readily-available tools such as ChatGPT, these issues become more pressing: there are obvious opportunities in fields such as research, evidence-gathering and text production – but should public servants be pursuing them? In this session, panellists will debate how best to take advantage of AI and RPA technologies, both within digital operations and – more informally – by non-IT professionals accessing ChatGPT and similar services.

Governments are experiencing a rapid rise in cyber attacks, with one report finding a 95% increase during 2022. Many are designed to extract money – either via infesting public systems with ‘ransomware’, or by stealing and selling information. Others are mounted by governments, with countries such as Russia and China seeking to disrupt national infrastructures, access secret material, and flood social media with misinformation. Public sector suppliers are also targeted: earlier this year, UK outsourcing firm Capita admitted that hackers had accessed data on its clients and staff. Meanwhile, nations are becoming ever more vulnerable: as the Canadian Centre for Cyber Security points out, rapid growth in the use of digital technologies means that “the threat surface available to malicious cyber actors has expanded since 2020.” Faced with such a wide range of threats, public servants must respond on an equally broad front: this panel discussion will explore how staff in all roles and disciplines can act to protect their organizations, colleagues and citizens.

The era of stand-alone, ‘vertical’ public services, provided by organisations operating in glorious isolation, is coming to an end. To meet people’s needs in the round – and to squeeze out the vast inefficiencies in traditional delivery models – public servants are working together ‘horizontally’ across organizational, hierarchical and disciplinary boundaries, building services around the interests of citizens rather than providers; many are also finding new ways to work with provincial and territorial administrations, businesses, charities and community organizations. Digital technologies have huge potential to support this shift – but the agenda faces challenges in fields such as skills, culture, and systems of financial and political accountability. At this session, panellists will explore how best to support collaboration and partnership working across and beyond government’s traditional boundaries.

Digital services become popular and widely-adopted when they are easy to use, save citizens time, and improve the quality of service delivery. Singapore, for example, has been highly effective here, building online services that are highly-rated by users and offer clear benefits: its Singpass digital ID app, for example, has a 4.7 star rating on Google Play, and eases people’s interactions with businesses as well as government bodies. Among the most important tools in realising these goals is user-centred design, a methodology that forces designers and developers to build services around the needs and interests of users rather than providers. At this workshop a senior digital leader will discuss the concept, and explore how public servants are putting the theory into practice.

Public servants often struggle to secure capital investment to improve staff tools, strengthen back office systems and bolster service delivery. Elected leaders and service managers are, however, acutely aware both of the cyber threat, and of the reputational damage caused by service outages – making cyber-security and operational resilience potent elements of any investment strategy. As national digital leaders explained in Ottawa last year, cyber-security can become “the point of our spear, carrying behind it customer experience and IT modernisation.” At this workshop, the participants will consider how transformation programs can best be used to guarantee services’ security and continuity in these turbulent times, and explore the implications for business planning and service design.

Artificial Intelligence technologies have huge potential to assist public servants – guiding decision-making, supporting analysis and targeting enforcement work, for example – but they also present a unique set of risks. Where ‘learning’ algorithms evolve autonomously, for example, public servants may struggle to explain how decisions have been made; and where AI systems are ‘trained’ on historic case management data, they may learn to ape the discriminatory behaviours of their human predecessors. To address such challenges, great care is required – both in the tasks allocated to AI, and in how AI systems are developed and managed. This workshop will explore where and how best to introduce AI technologies, and consider how emerging systems of standards and regulation could assist officials and build public confidence.

Canada’s data strategy for the federal public service envisages a data-powered future, with implications for most public servants. It explains, for example, that individuals with data management responsibilities will provide input into programs and policies throughout their development, with data requirements and outputs considered from the off. And it promotes close partnership working between data specialists and other public professionals, arguing that “it is imperative to close the gap between data experts and those developing and delivering policy, services, research, projects, and initiatives.” At this workshop, you’ll explore the data strategy’s goals and requirements with a senior Canadian public service leader.

While Artificial Intelligence algorithms evolve over time – making their operation unpredictable and sometimes opaque – robotic process automation (RPA) is a much more straightforward technology. Taking on repetitive, highly codified administrative tasks, RPA can speed up service delivery while producing efficiency savings. Nonetheless, it must be applied carefully – ensuring the algorithm isn’t generating discriminatory outcomes, for example, and protecting public servants’ ability to oversee decision-making. Liz draws from her professional and personal experiences as an executive, as a teacher, as a Chief Information Officer, as a mother and as a volunteer, and applies them to her work with a specialized focused on development of cross Public Service Digital Community and Culture.

Siobhan was a senior civil servant in the UK with more than 15 years’ Whitehall experience. She worked in many of major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell, to lead work on civil service reform and strategy. Siobhan left to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University, as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab.
Chief Data Officer of Canada and Assistant Deputy Minister of Data and Digital Policy, Canada
In March 2022, Stephen Burt was appointed Chief Data Officer for the Government of Canada, at the Treasury Board Secretariat. His mandate is to provide leadership within the federal government across all aspects of managing information and data. This includes protective policy elements for privacy and responsible use of data-driven technologies, and policy elements related to transparency such as access to information and open government, including GC enterprise tools for data and information sharing. The CDO also oversees policy and guidance for data-enabled digital services and programs, including foundational information management and data governance practices across federal departments.
Prior to this appointment, Mr. Burt was the functional authority for data governance and
analytics capability for the Department of National Defence and Canadian Armed Forces
(DND/CAF). He drove the analytics adoption and maturity throughout DND/CAF, and led the department-wide initiative to establish analytics and data governance.
Mr. Burt began his career in the Government of Canada in 1997 with Revenue Canada. In 1999, he joined DND, where he worked in a variety of policy, operational and defence intelligence roles, including two years as Executive Assistant to the Deputy Minister.
Mr. Burt moved to the Privy Council Office (PCO) in 2007 to work in the Security and Intelligence Secretariat as Senior Advisor on National Security. In that role, he was secretary for the committees of the National Security Advisor to the Prime Minister. In 2009, he joined the Intelligence Assessment Secretariat (IAS) at PCO, and held positions as Director for Afghanistan and, later, for Asia. Mr. Burt was appointed Director of Operations for the IAS in January 2012, and took on the position of Assistant Secretary on an acting basis in March 2014.

En 2007, monsieur Burt a été muté au Bureau du Conseil privé (BCP), où il a assumé les fonctions de conseiller principal en matière de sécurité nationale du Secrétariat de la sécurité et du renseignement. À ce titre, il a été secrétaire des comités du conseiller à la sécurité nationale auprès du premier ministre. En 2009, il est entré au service du Secrétariat de l’évaluation du renseignement (SER) du BCP, où il a occupé les postes de directeur pour l’Afghanistan, puis pour l’Asie. Monsieur Burt a été nommé directeur des opérations du SER en janvier 2012 et a assumé le poste de secrétaire adjoint par intérim en mars 2014.
En avril 2015, monsieur Burt a assumé le rôle de chef adjoint du renseignement de la Défense au Commandement du renseignement des Forces canadiennes, où il a dirigé la production fédérée du renseignement au sein du MDN/des FAC et supervisé la politique du renseignement de défense.
Monsieur Burt est titulaire d’un diplôme universitaire de premier cycle en histoire de l’Université d’Ottawa et d’une maîtrise en administration publique de l’Université Queen’s à Kingston, en Ontario.
Sous-ministre et dirigeante principale de l’information (DPI) du Canada
Dominic Rochon a été nommé sous-ministre au Secrétariat du Conseil du Trésor du Canada (SCT) et dirigeante principale de l’information (DPI) du Canada le 12 février 2024.
Avant de se joindre à SCT, il a été sous-ministre délégué à Transports Canada, suite à trois ans à titre de sous-ministre adjoint principal de la sécurité nationale et de la cybersécurité à Sécurité publique Canada. Il a également occupé des postes de direction et de gestion au sein d’organismes centraux, notamment au Bureau du Conseil privé et au SCT, et au Centre de la sécurité des télécommunications.
Dominic possède une vaste expérience de la politique stratégique, de la planification stratégique, des communications stratégiques et de la gestion d’un éventail de questions opérationnelles au sein du gouvernement du Canada.
Dominic est titulaire d’un baccalauréat ès arts en sciences politiques avec spécialisation en politiques internationales (avec distinction) de l’Université d’Ottawa. Il est marié et père de deux enfants.
Deputy Minister and Chief Information Officer of Canada
Dominic Rochon was appointed Deputy Minister at the Treasury Board of Canada Secretariat (TBS) and Chief Information Officer of Canada on February 12, 2024.
Before joining TBS, he was the Associate Deputy Minister at Transport Canada, following three years as the Senior Assistant Deputy Minister of National Security and Cybersecurity at Public Safety Canada. He has also held senior roles in central agencies, including the Privy Council Office and TBS, and with the Communications Security Establishment.
Dominic has extensive experience in strategic policy, strategic planning, strategic communications and in overseeing a range of operational issues within the Government of Canada.
Dominic received his B.A. (Honours) in Political Science, International Politics from the University of Ottawa. He is married with two children.
